"I am running for Mayor because I want to use my talents and skills to make a difference in my community. I'm an Oxnard native and an Oxnard police commander with 33 years of dedicated public service. I'm committed to bringing my servant leadership skills, deep community ties, and unwavering dedication to public safety and community engagement to the role of Mayor. I believe in the power of community involvement and promise to always listen to every community member's voice." - Luis Mc Arthur
LIST OF ISSUES
Education/Youth Programs

I will support our youth and invest in educational opportunities crucial for the city's future. I will work to expand programs that support student success and provide positive activities for young people. Some other ideas I have for our education/youth programs is to have Schools open from 7:30am – 6:00pm for before and after-school enrichment, year-round schooling, and having high schools partner with businesses, city departments, and the Building Trades to provide training for jobs that are available and needed, as well as partnering with colleges and universities to provide best-in-class preparatory training for students who are college-bound

Enhance Public Safety

Oxnard is a very safe place to live. I want to focus on innovative policing strategies and community partnerships to keep our neighborhoods safe, including supporting a drone program that will help first responders reach an emergency location within minutes and can provide real-time visual data to help assess situations from a safe distance. I will work to reduce crime through community policing to provide protection services with courtesy, professionalism, and fairness and ensure that every resident feels secure in their neighborhood.

Economic Development
I am dedicated to advocating for initiatives that stimulate economic growth, support local businesses, and provide great job opportunities for residents. This includes redeveloping the areas in South Oxnard that need it the most. Together, we can build a thriving economy for our city.
Solutions to Homelessness

The homelessness crisis in Oxnard continues unabated — fueled in part by a lack of affordable housing. I will call on the state to provide ongoing funding to bolster our city's efforts to support individuals experiencing or at risk of homelessness and strengthen jurisdictional partnerships to improve access to wraparound services, including mental health and substance use treatment. Success can only be achieved when vulnerable populations are empowered to live as productive members of clean, safe communities. I support an approach that focuses on addressing the mental health and substance abuse crisis contributing to homelessness, empowering law enforcement to act in defense of their communities in public spaces, and deregulating local housing markets to make housing more affordable.

Community Engagement
I am deeply committed to fostering an inclusive city where all voices are heard. By engaging with residents and local organizations, I will ensure that our policies reflect our community's diverse needs and aspirations. Your voice matters, and I promise to always listen.
Infrastructure Improvement

I will prioritize projects that enhance the quality of life in our city and protect our environment, like maintaining and upgrading our roads and investing in parks and public spaces.

Establish Oxnard as a thriving cultural destination

Oxnard has a growing host of outstanding cultural offerings, including the Salsa Festival, the Multicultural Festival, farmers' markets, and the food trucks parked around Oxnard, which brand our city as a cultural destination.

Safety

Hiring 300 additional foot and bike patrol officers to walk a beat in every neighborhood of the city, getting to know the community they’re sworn to protect and serve – without any tolerance for misuse or abuse of their power. Filling current vacancies within the police department and addressing other personnel challenges – including rehiring retired police officers and hiring civilians to fill administrative roles to get sworn officers back on the streets.

Addressing quality-of-life issues such as cleaning streets, fixing broken streetlights, and repairing and preserving homes where the owners may not be able to afford the repairs.
